		  <title><![CDATA[NOTICE OF INTENT/SCOPING NOTICE ]]></title>

Duchesne County Facilities Corridor Proposal
The Bureau of Indian Affairs (BIA), Uintah and Ouray Agency, is posting this Notice of Intent to gather information and prepare an Environmental Assessment (EA), in accordance with the National Environmental Policy Act, for Duchesne County\'s proposal to construct a re-route of an existing road and establish a public facilities corridor for a new culinary pipeline. The corridor will require a re-route of the Lake Boreham Dam road, which will replace the existing Lake Boreham Dam road along the southern and eastern borders of the Lake providing safer access for public use while simultaneously preventing further degradation of the dam.  The proposed pipeline will extend from Starvation Reservoir to Roosevelt, Utah, transporting culinary water to much of Duchesne County.  The county\'s public drinking water systems have reached the limits of prior approvals and available water, and include nine water districts, cities, and towns from Duchesne to the Roosevelt/Ballard area.
The approximate length of the proposed access road will be 100\' to 120\'. The width of the road will vary in sections based on the topography.  The proposed pipeline will be approximately 27 miles long and approximately 25\' in width.  The Proposed Action in its entirety will involve State of Utah, BIA, and privately-owned lands.  The Proposed Action must be completed within two years of receiving the approval.
This notice also announces one public scoping meeting that will be held to identify potential issues to be discussed and analyzed in the EA.  The public scoping meeting will be held June 13, 2013 from 6:30PM to 8:00PM at the following location:

		  <title><![CDATA[INVITATION FOR BIDS]]></title>

Notice is hereby given that Uintah County (hereafter referred to as the "Owner"), will receive sealed bids for an Aircraft Rescue and Fire Fighting (ARFF) Vehicle, Personal Protective Equipment (PPE) and Self-Contained Breathing Apparatus (SCBA), and Rescue Tools.
The projects involve: 
PROJECT A: Furnishing and delivering one (1) Class 4 ARFF Vehicle with 1500 gallon water/AFFF fire suppression system with complimentary 500 lb. sodium-based dry chemical system, with an optional 5-year maintenance contract, completely assembled and delivered to the Vernal Regional Airport, Vernal, Utah. 
PROJECT B: Furnishing and delivering six (6) sets of Personnel Protective Clothing (PPE) and Furnishing and delivering six (6) sets of Self-Contained Breathing Apparatus (SCBA) that conforms to NFPA 1981, current edition.
PROJECT C: Furnishing and delivering rescue tools, such as an Air Hammer, Chop Saw, etc., that conform to applicable NFPA standards.
The projects will be awarded under three separate prime contracts, one for each Project. Bidders may bid on any one or all Projects, but must submit a separate bid proposal, bid bond (Project A only), and other required documentation for each Project. 
The bids (Section III, Proposal Form) must be prepared on forms supplied by the Owner and filed with the Uintah County Clerk at the Uintah County Courthouse, 147 East Main, Vernal, Utah 84078 with the envelope clearly marked with the name of the bid no later than 10:00 a.m. Local Time, on July 15, 2013. The bids will be publicly opened and read aloud in the presence of the bidders and their representatives at 11:00 a.m. on July 15, 2013 during the County Commissioners Meeting. Bids received after the specified time and date of the bid opening will be returned unopened. Uintah County shall not be held responsible or accountable for delays in the delivery of any proposal by the U.S. Postal Service or other courier services. Bids may not be withdrawn after the time fixed for opening them.
Bids that are not prepared and filed in accordance with proposal requirements and conditions of the specifications may be rejected.
Project A must be accompanied either by a certified check, payable to Uintah County, Utah in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract in accord with his bid within ten (15) days after date of notification of award.
The successful Bidder for Project A shall furnish performance and payment bonds, each in an amount at least equal to the Contract Price, to Owner. 
Copies of the bid documents may be obtained from GDA Engineers, 1508 Stampede Avenue, P. O. Box 338, Cody, Wyoming 82414, (307) 587-3411, for a non-refundable reproduction charge of $30.00. Interested parties may register and view the bid document packet at www.gdaengineers.com. Online contract documents are for information only. All bidders must purchase a hard copy of the bid document packet.
Bids may be held by Uintah County for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Project A: Ability, Skill, and Experience. Experience building vehicles of this nature is mandatory, as is a track record of recent manufacture and in-service record for machines comparable and similar to that specified. Therefore, in order to provide the vehicle specified, evidence of ability, skill, and experience is required in the bid package submittal by the bidder. Also required will be a list of references of at least 5 airports that have taken delivery of similar vehicles from the bidder within the last two years and a minimum of 10 users of similar vehicles over the past ten years. Bids received without including such ability, skill, and experience information will be considered non responsive and will not be considered. 
It is the intent of Uintah County to make award of contract(s) to the responsive and responsible bidder that submits the most advantageous bid. The right is reserved by Uintah County to reject any and all bids and to waive any informality in the bids received.

		  <title><![CDATA[NOTICE OF BONDS TO BE ISSUED VERNAL CITY, UINTAH COUNTY, UTAH]]></title>

		  <description><![CDATA[serving 2013-06-19 through 2013-06-25<br><br>NOTICE IS HEREBY GIVEN pursuant to the provisions of the Utah Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended, that on May 15, 2013, the City Council of Vernal City, Uintah County, Utah (the "Issuer") adopted a Resolution in which it approved the sale of and providing notice of a public hearing and of bonds to be issued of the Issuer\'s Taxable Water Revenue Bonds (the "Bonds") in the aggregate principal amount of not to exceed $5,400,000 to bear no interest, to mature in not more than 35 years from their date or dates, and to be sold at a price not less than 99% of the total principal amount thereof, plus accrued interest to the date of delivery.  The foregoing supplements the notice approved on March 7, 2012, and public hearing held on April 4, 2012, on water revenue bonds in an amount not to exceed $4,900,000.  The purpose of the increased principal amount is because the lowest responsible bidder on the Project was for an amount in excess of the originally noticed $4,900,000.  The estimated total cost of the Bonds if held to maturity will be no more than $5,400,000.  The amount of the Issuer\'s outstanding water revenue bonds does not exceed $,1725,908, which was the amount outstanding on January 1, 2013.
The Bonds will be issued pursuant to the Resolution and a Final Bond Resolution to be adopted authorizing and confirming the sale of the Bonds for the purpose of financing improvements to the Issuer\'s water system, including line replacements and related improvements (the "Project") and paying issuance expenses.
A draft of the Final Bond Resolution in substantially final form was before the City Council and was part of the Resolution at the time of its adoption by the City Council (collectively, the "Bond Resolutions"). The Final Bond Resolution is to be adopted by the City Council in such form and with such changes thereto as shall be approved by the City Council upon the adoption thereof; provided that the principal amount, interest rate or rates, maturity and discount of the Bonds will not exceed the maximums set forth above.
A copy of the Bond Resolutions are on file in the office of the City Manager/Recorder of the Issuer in Vernal, Utah, where they may be examined during regular business hours of the City Manager/Recorder from 8:00 a.m. to 5:00 p.m., Monday through Friday, for a period of at least 30 days from and after the last date of publication of this notice.
NOTICE IS FURTHER GIVEN that, for a period of 30 days from and after the last date of the publication of this notice, any person in interest shall have the right to contest the legality of the Bond Resolutions or the Bonds, or any provision made for the security and payment of the Bonds by filing a verified written complaint in the district court of their county of residence, and that after such 30-day period, other than by referendum no one shall have any cause of  action to contest the regularity, formality or legality thereof for any reason.

Our license will expire on October 1, 2013. We have filed an application for renewal with the FCC.

Individuals who wish to advise the FCC of facts relating to our renewal application and to whether this station has operated in the public interest should file comments and petitions with the FCC by September 1, 2013.

The duties of county attorney are described in 17-18-1 and 17-18-2 et. seq. of the Utah Code. Those submitting should have experience in civil and criminal law and litigation and be prepared to represent the county in all State and Federal Courts. The duties of the County Attorney include but are not limited to working with the County Planning & Zoning Officials and pursuing enforcement of violations of County Building and County Nuisance Ordinances. 
The County Attorney will be required to be at the County Courthouse in Manila, Utah, Tuesday, Wednesday and Friday each week or other days as negotiated with the County Commission for eight (8) hours a day from 8:00 A.M. to 5:00 P.M. or a total or 24 hours per week. They will also need to be available by phone during office hours and after hours as emergencies arise. The county will provide an office at the Courthouse. 
The applicant should set forth a list of possible conflicts of interest, compensation and how travel expenses and other out-of-pocket costs would be handled.

There is approximately 106,000 sq ft of area. The project is to provide 2 coats of seal coat over all the asphalt drive ways at the water reclamation facility. The project also requires the selected contractor to re-stripe all the parking areas and re-stripe any of the existing striping and handicap parking areas.  
The contractor will provide documentation with their proposal that shows the sealant material is suitable for our region of the State and will hold up to the severe weather of the Uintah Basin. The contractor will need to visit the facility to get a complete understanding of the scope of the job and footage to be sealed.

Under the proposal, Gasco Energy Inc. would drill a well, install two production tanks, and two 10-inch pipelines for 9,691 feet along existing access roads on lands in northeast Utah.  If approved, the project would provide for subsurface disposal of water produced as a byproduct from ongoing oil and gas operations in the area.

The BLM manages more than 245 million acres of public land, the most of any Federal agency.  This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska.  The BLM also administers 700 million acres of sub-surface mineral estate throughout the nation.  The BLM's multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.  In Fiscal Year 2012, activities on public lands generated $4.6 billion in revenue, much of which was shared with the States where the activities occurred.  In addition, public lands contributed more than $112 billion to the U.S. economy and helped support more than 500,000 jobs.
